Tasks and functions

The Fire and Rescue Department is assigned to implement the following tasks:

  • to manage, regulate and coordinate the state civil protection system in the country;

  • to organize, to provide and to manage the assistance rendered to the public within the scope of its responsibility;

  • to organize fire and emergencies prevention; to control the observance of the fire prevention requirements;

  • to organize fire and civil protection education.

Functions of the Fire and Rescue Department (FRD):

  • to contribute to the development of the strategies of the state fire and rescues service, to supervise its implementation, to manage the activities of the Fire and Rescue Department subordinate bodies as well as carry out the audit of such activities;

  • to set up measures to ensure smooth transfer of public institutions, economic entities and population from ordinary living (working) conditions to an emergency at the smallest losses possible, to the effect that public order is preserved, and human lives, property, as well as environment is protected against emergencies; to lay down and publish civil protection methodical recommendations;

  • to guarantee the most appropriate use of the state resources in order to ensure public security, maintain the operability of the national economy, localise emergency areas and alleviate the effects thereof;

  • to control functioning of the civil protection system;

  • to organize and conduct civil protection exercises at national level, to organize the preparedness of the public institutions and population to act in case of emergencies, to set up operational procedures for the emergency management centers;

  • to coordinate the preparation of civil protection contingency plans for counties and municipalities;

  • to envisage financial resources necessary to ensure the functioning of the fire and rescue and civil protection system, to submit proposals to the Ministry of Finances on financing the functions of the fire and civil protection system delegated to them by the state;

  • to draw up legal acts regulating fire and civil protection within the scope of its responsibility;

  • within the scope of its responsibility to cooperate with Lithuanian and international public authorities and institutions, and to represent the interests of the Republic of Lithuania in international organizations and events;

  • to collect, analyze, organize and summarize information necessary to ensure an efficient functioning of the fire and rescue and civil protection system;

  • to provide its subordinate bodies with fire and rescue equipment, communication means and personal protection devices and set up their handling procedures;

  • to warn and inform state institutions, economic entities and population about a nationwide disaster that threatens human lives, health, property and environment in the event of an emergency;

  • to organise localisation of large-scale emergencies, rescue of people and property as well as response to emergencies at national level; carry out the orders of the civil protection operations’ leader appointed by the Prime Minister and give him support in accomplishing the assigned functions;

  • to organize firefighting operations, rescue of people and property, mitigation of fire consequences, rescue of people in traffic accidents, and coordinate and command rescue operations;

  • in case of emergencies to liaise with ministerial, county and municipal emergency management centres; according to the order established by the Government of the Republic of Lithuania to concentrate the equipment and services subordinate to the Fire and Rescue Department or other state institutions and coordinate their actions;

  • to administer the formation and provision of the national rapid response team for international assistance;

  • to carry out the state fire supervision;

  • to compile and administer the register of establishments of the state significance and dangerous objects;

  • to determine a required number of personal protective measures, shelters and other collective protective buildings within territorial administrative units.

  • to provide information and reports to the European Commission on dangerous establishments pursuant to the order established by the Government of the Republic of Lithuania;

  • to administrate the national stockpile of the civil protection resources pursuant to the order established by the Government of the Republic of Lithuania;

  • to carry out planned and overall check-up of the population warning system and its management units;

  • to perform pretrial investigation due to criminal acts when direct functions of a pretrial expert group is being accomplished;

  • to take measures to eliminate the causes and conditions of violations in the field of fire safety and civil protection, and control the enforcement of such measures;

  • to issue licenses for manufacturing fire equipment and its technical maintenance pursuant to the determined order of laws and other legal acts;

  • to draw up and approve the fire and civil protection training programs and implementation procedures within the scope of its responsibility;

  • to set up minimal requirements for the fire safety prevention educational programs designated to train public servants and other personnel in enterprises, institutions and organizations;

  • to promote the activities of natural persons and legal entities in the field of fire prevention and civil protection, to inform the public on fire and civil protection issues, to disseminate the knowledge on fire and civil protection;

  • to promote firefighting sports, and arrange international and national firefighting championships and competitions;

  • to collect, analyze, safeguard and popularize firefighting history;

  • to introduce and apply innovations on fire research and technologies;

  • to examine claims and requests submitted by natural persons and legal entities, and thus take necessary measures in order to deal them in time within the scope of its responsibility in accordance with the determined order of the legal acts.

  • to organise and coordinate the establishment and maintaining of the Emergency Response Centre in the country.
