Objectives and functions

Major objectives of the Fire and Rescue Department are the following:

  • organize activities of the state fire supervision;
  • within the scope of its competence, organize and manage operations relating to fire fighting, rescue of people and property and reduction of the consequences of fire;
  • within the scope of its competence, manage activities of the civil protection system, coordinate implementation of emergency prevention, plan the national preparedness in order to implement tasks of civil protection system in the event of an emergency.

The main functions of the Fire and Rescue Department as follows:

  • carry out functions set in the Law on Fire Safety of the Republic of Lithuania;
  • carry out state fire supervision of operating structures and other objects;
  • take measures to eliminate the causes and conditions of violations in the field of fire safety, control the enforcement of such measures, issue binding instructions to remove irregularities while not following fire safety legislation for state and municipal institutions and agencies, other agencies and economic entities;
  • conduct fire investigation;
  • take part in construction completion procedures;
  • monitor the compliance of design and technical solutions, objects, products and services with the requirements of fire safety legislation, ensuring the protection of objects and working or present people from fire;
  • carry out fire prevention campaigns aiming at education of natural and legal persons in the field of fire safety;
  • ensure constant preparedness of the State Fire and Rescue Service in order to organize and carry out fire fighting, rescue of people and property and reduction of the consequences of fire;
  • make contracts with operators of hazardous establishments regarding fire safety in order to ensure the implementation of fire safety objectives and tasks;
  • within the scope of its competence, control other fire and rescue forces, i. e. preparedness to fire fighting and carrying out other rescue operations of municipal fire and rescue services, departmental fire and rescue forces and volunteer firefighters organizations;
  • ensure timely response to notifications of the need for assistance;
  • organize, manage and carry out fire fighting and other rescue operations for saving people and property;
  • organize and coordinate the functioning of the single emergency number 112 in the Republic of Lithuania;
  • promote, organize and coordinate activities of  volunteer firefighters, carry out organizational functions of volunteering activities;
  • carry out functions set in the Law of Civil Protection of the Republic of Lithuania;
  • within the scope of its competence, organize state level emergency management or take part in it, provide operational methodical and practical assistance to state and municipal institutions while organizing and carrying out state and municipal level emergency management;
  • ensure activities of public warning system;
  • coordinate emergency prevention and activities of residents, state and municipal institutions and agencies in the field of civil protection;
  • coordinate the implementation of the state mobilization and host nation support tasks assigned to the Fire and Rescue Department by the mobilization plan of the Ministry of the Interior;
  • organize creating, stockpiling and management of State reserve of civil protection supplies;
  • organize and/or carry out training of volunteer firefighters;
  • inform the public on questions about fire safety and civil protection;
  • promote residents, associations and volunteer firefighters to take part in the activities in the field of fire safety;
  • carry out other functions set by law and other legal acts.
